Роскомнадзор визнав месенджер Telegram іноземним і зарахував до таких, що не підлягають інтеграції з банками.

Як повідомляє російське видання "Коммерсантъ" з посиланням на коментар прес-служби "Роскомнаднагляду", з 1 березня низці організацій в Росії буде заборонено використовувати Telegram для передачі платіжних документів.

Структурам, які виконують "державне завдання", буде також заборонено пересилати в Telegram особисті дані, інформацію про платежі та банківські рахунки.

Обмеження будуть ввдені відповідно до прийнятих торік поправок до закону "Про інформацію", згідно з якими сервісам, внесеним до реєстру іноземних месенджерів, зокрема, буде заборонено підключати служби грошових переказів.

Примітно, що це обмеження ставить хрест на зусиллях російських банків організувати онлайн-банкінг в месенджерах після того, як через санкції США вони втратили можливість публікувати свої мобільні застосунки в App Store і Google Play. Низка банків встигли "переїхати" в Telegram, створивши боти для перевірки балансу і швидких переказів коштів. 

Заборона Telegram в Росії - що варто знати

У жовтні в РФ на вимогу Генеральної прокуратури Роскомнадзор обмежив доступ до домену t.me, який належить месенджеру Telegram. Підставою для цього стала стаття про обмеження доступу до сайтів, що містять інформацію із закликами до масових заворушень, здійснення екстремістської діяльності або участі в масових заходах. За кілька годин після появи запис про обмеження зник з реєстрів, а "Роскомнадзор" наголосив, що блокування Telegram на території Росії повністю виключено.

Telegram, створений бізнесменом російського походження Павлом Дуровим і його братом, вже блокували в Росії. Це сталося після вступу в силу "Закону Ярової", що зобов'язував операторів телекомунікаційних послуг зберігати записи телефонних повідомлень і інтернет-трафік клієнтів упродовж півроку і надавати дані ФСБ Росії за запитом. Керівництво Telegram відмовилося від виконання вимоги, тож доступ до месенджера був обмежений з квітня 2018 по червень 2020 року.
