Зростання процентних ставок ускладнило Мінфіну рф залучення коштів з ринку: прибутковості облігацій федеральної позики зросли і запозичення стали надто дорогими для Мінфіну. 

На останньому у вересні аукціоні він розмістив два випуски облігацій на 43 млрд. руб. Таким чином, у III кварталі він залучив 637 млрд. руб. - це 42% від плану, що становив 1,5 трильйона.

Спочатку план становив трильйон рублів, але його було збільшено після того, як було зірвано програму запозичень у II кварталі. Тоді Мінфін із запланованого трильйону зміг залучити лише половину, і недобране перенесли на наступні три місяці.

Загалом цього року Мінфін рф має намір зайняти за допомогою облігацій понад 3,9 трлн. руб. Для виконання річного плану в місяці, що залишилися, Мінфін повинен залучати в середньому 0,6 трлн руб. на місяць. Це майже втричі більше, ніж у минулому кварталі.
