Швейцарія дозволила російському олігарху Алішеру Усманову, який потрапив під санкції, отримати доступ до понад 6,5 мільйонів євро на утримання його активів — двох вертольотів і маєтку в Англії, - Tages-Anzeiger 

Цей випадок став наочним прикладом дії винятків із санкційного режиму Швейцарії, який передбачає можливість розмороження коштів у «виключних обставинах».

Вертольоти Усманова, які перебувають на аеродромі у Франції, вимагали оплати обслуговування, щоб уникнути їх конфіскації. Маєток XVI століття в графстві Суррей потребував коштів для завершення ремонтних робіт, щоб зберегти його вартість і не допустити банкрутства будівельних компаній, що виконували роботи. У результаті було дозволено зняти 4,2 мільйона євро на утримання маєтку та 2,4 мільйона євро на вертольоти, а також щомісячні виплати на поточні витрати.

Seco (Державний секретаріат з економічних питань Швейцарії) аргументував рішення тим, що витрати були передбачені контрактами, укладеними до введення санкцій, а також необхідністю збереження вартості активів.  

Цей випадок викликав широку дискусію щодо того, як застосовуються санкції до олігархів і наскільки ефективно вони працюють у збереженні тиску на осіб, які мають зв’язки з російською владою.
