За словами міністерки культури та інформації Аїди Балаєвої, ця норма закладена в законопроєкті «Про масмедіа», який передбачає, що з 2025 року частка казахської мови у телерадіомовленні щороку зростатиме на 5%.

Чинний закон про ЗМІ, ухвалений ще у 1999 році, передбачає, що частка казахської мови на ТБ та радіо повинна становити не менше 50%. Однак, як пояснює Балаєва, за 25 років у країні «змінилися тенденції розвитку державної мови та національного контенту».
