Сервіси зобов'яжуть зберігати листування користувачів протягом півроку та надавати його ФСБ, а також встановити обладнання для віддаленого доступу ФСБ до інформації про користувачів та їхні дії. Поповнюватиме реєстр Роскомнагляд. Наразі до реєстру внесено 606 ресурсів, серед яких ВК, сайти знайомств, електронних пошт та банків.
