Джулі був членом ультраправої молодіжної організації Fronte della Gioventù. Пізніше він вивчав філософію в університеті Сапієнца в Римі, але не зміг закінчити. Більшу частину своєї кар'єри він працював журналістом у консервативній італійській щоденній газеті Il Foglio.
У 2022 році Джулі був призначений президентом фонду, який керує римським музеєм сучасного мистецтва Maxxi.
Прем’єрка Джорджія Мелоні заявила, що Джулі продовжуватиме «дію відродження національної культури, консолідації розриву з минулим, про що італійці просили нас і яку ми почали з нашої інавгурації до сьогодні».
