Розпорядження стосовно чорного списку отримав Національний інформаційний центр — розвідувальне агентство, відповідальне за збір та аналіз інформації від усіх органів національної безпеки.
Одне з джерел порталу підтвердило, що зусилля угорської розвідки зосередяться на правозахисних групах і незалежних медіа, які протягом останніх десяти років отримували фінансову підтримку з Європи або США.
Як зазначається в матеріалі, при цьому зареєстровані в Угорщині китайські неурядові організації, які отримують державне фінансування, та організації з можливим фінансуванням з Росії не будуть у фокусі угорської влади.
