Автор петиції стверджує, що наразі Гідропарк створює умови розвитку лише криміногенного середовища. Він пропонує створити на базі занедбаних локацій тематичний парк для дітей «Казкова країна» на кшталт Disneyland Park у Каліфорнії.

В його основі не буде Мікі Мауса та інших персонажів. Замість них використають ідеї українських народних казок, фольклору, самобутності. Міст прикрашатимуть голови драконів. Також у проєкті є середньовічний замок, колесо огляду та атракціони.
