Ранее Путин заявлял, что на протяжении многих лет совместной работы с Берлускони у него сложились добрые, дружеские отношения.
В конце июня Берлускони приезжал к Путину с частным визитом на Алтай, до этого они встречались 11 июня в ходе визита российского президента в Италию.
Берлускони — один из немногих европейских политиков, который полностью поддержал позицию России по украинскому кризису. Действия западной дипломатии в отношении России после присоединения Крыма он охарактеризовал тогда как "опрометчивые и далекие от конструктивного духа". Кроме того, ветеран итальянской политики подверг критике решение приостановить встречи в формате "Большой восьмерки" с участием России, назвав его "антиисторическим и контрпродуктивным".
