В документе говорится, что они могут быть использованы ФСБ в качестве «медовой ловушки», чтобы шантажировать сотрудников Минобороны.

Аналогичные рекомендации получили офицеры, работающие в Китае. «У китайских спецслужб ненасытный аппетит ко всем видам информации – политической, военной, коммерческой, научной и технической», – цитирует директиву британское издание.
