Новим головою Закарпатської обласної державної адміністрації став Геннадій Москаль, який раніше очолював Луганську обласну військово-цивільну адміністрацію. Про заявив народний депутат України,  перший заступник голови фракції «Блоку Петра Порошенко»  Ігор Кононенко журналістам в кулуарах Парламенту.

Відповідаючи на питання журналістів, хто може очолити Закарпатську ОДА, депутат повідомив: «Вже очолив. Головою став пан Москаль. Є указ».

Москаль народився у Чернівцях, навчався у вищій школі та Академії МВС.

В органах внутрішніх справ з 1973 р. За цей час дослужився від інспектора до заступника міністра внутрішніх справ України, генерала-лейтенанта міліції.

З 1995 по 1997 був начальником управління МВС України у Закарпатській області

З 1997 по 2000 - заступник Міністра внутрішніх справ України - начальник Головного управління МВС України в Автономній Республіці Крим,

З 2001 по 2002 він був  головою Закарпатської обласної державної адміністрації,

У 2005 – 04.2006, а потім вже під час АТО був головою Луганської облдержадміністрації. В останню каденцію на цій посаді боровся з контрабандою через лінію розмежування.
