15 февраля на здании станции метро Вокзальная была установлена рекламная конструкция с логотипом интернет-магазина rozetka.com.ua. Через некоторое время на сайте Киевсовета была зарегистрирована петиция с требованием демонтировать конструкцию, пишет sostav.ua
Как рассказали в КП «Киевреклама», эта конструкция установлена на основании согласования № ТР-00813-14, выданного на основании приказа (№ 55 от 11.02.2014 г.) Департамента общественных коммуникаций КГГА, который в то время занимался вопросами внешней рекламы в столице.
При этом балансодержателем здания - КП «Киевский метрополитен» - было оговорено распространителю о необходимости получения положительного заключения ГП «ПИ Укрметротоннельпроект» в части визуального восприятия пассажирами эмблемы метрополитена и согласования Управления культурного наследия КГГА.
В «УКРМЕТРОТУНЕЛЬПРОЕКТ» не возникло возражений по конструктивному решению, которое применяется в проекте. А вместо столичного Управления культурного наследия документ был согласован в Департаменте культурных ценностей Министерства культуры Украины.
«К сожалению, конструкция установлена на основании согласования, выданного два года назад. Мы проверим эти документы. Первые вопросы относительно их "безупречности" уже есть», - отметила директор КП «Киевреклама» Наталья Гончарова.
Уже сейчас можно констатировать, что общая площадь установленной рекламной конструкции превышает проектные 20,4 кв. м. Кроме того, нарушены условия визуального восприятия пассажирами эмблемы метрополитена и не получено согласование Департамента культуры КГГА.
Согласно п.8.1. раздел III Порядка размещения рекламы в г. Киеве существуют следующие основания для отмены документации до истечения срока действия. А именно: обращение рекламодателя, распространителя или органа, с которым согласовывается документ, с заявлением об отмене или установлении факта предоставления в заявлении и прилагаемых к нему документах недостоверной информации.
Сейчас профильные департаменты КГГА и коммунальные предприятия работают над тем, чтобы сделать невозможным размещение существующей рекламной конструкции на здании ст. метро «Вокзальная» и избежать подобных случаев в будущем.
