Комитет Госдумы РФ по конституционному законодательству и госстроительству поддержал правительственный законопроект, позволяющий штрафовать СМИ на сумму от 100 тысяч до 1 миллиона рублей за призывы к экстремизму и оправдание экстремистской деятельности,сообщает Медуза

Законопроект также предусматривает наказание за публикацию материалов, пропагандирующих «культ насилия и жестокости». Штраф за такое нарушение составит от 20 до 200 тысяч рублей.

Изначально авторы законопроекта также предлагали в 10 раз (со 100 тысяч до 1 миллиона рублей) увеличить штрафы за массовое распространение, производство или хранение экстремистских материалов. По данным РАПСИ, это положение планируется убрать из проекта закона ко второму чтению.

«Рекомендуем к принятию в первом чтении. Думаю, в пятницу, 20 февраля, попробуем поставить в повестку Госдумы», — сказал глава конституционного комитета Владимир Плигин.

Глава совета по правам человека при президенте Михаил Федотов, комментируя законопроект, напомнил о том, что закон о СМИ уже предусматривает наказание за призывы к экстремизму — это нарушение является основанием для закрытия средства массовой информации. Двойное наказание, как заметил Федотов в комментарии «Коммерсанту», «противоречит Конституции и основам римского права».

Глава СПЧ также отметил, что в российском законодательстве нет определения «культа насилия и жестокости».
