Средства массовой информации-распространители рекламы, независимо от формы собственности, обязаны размещать социальную рекламу государственных органов и органов местного самоуправления, общественных организаций бесплатно в объеме не менее 5% эфирного времени, печатной площади, отведенных для рекламы, пишет Закон и бизнес

С таким предложением выступил народный депутат Игорь Васюник, зарегистрировав законопроект №3642 "О внесении изменений в Закон "О рекламе" относительно разрешения на размещение внутренней рекламы, рекламы на транспорте и социальной рекламы».

Действующая норма Закона о рекламе предусматривает обязанность по размещению социальной рекламы только для тех СМИ, деятельность которых полностью или частично финансируется из государственного или местных бюджетов.

Проект также предусматривает, что СМИ обязаны предоставлять льготы при размещении социальной рекламы, заказчиком которой являются заведения образования, культуры, здравоохранения, которые содержатся за счет государственного или местных бюджетов, а также благотворительные организации.

Кроме того, согласно инициативе нардепа размещения внутренней рекламы и рекламы на транспорте согласовывается только с владельцем места ее расположения или уполномоченным им лицом / владельцами объектов транспорта на основании типовых правил, утверждаемых Кабинетом Министров Украины. Действующие нормы не содержит требований по типовым правилам.
