Окружний адміністративний суд Києва призначив комплексну психологічну та лінгвістичну експертизу контенту російських каналів, заборонених для мовлення в Україні.

Про це йдеться в його визначенні від 3 березня, копія якого є у розпорядженні ЕП.

Нагадаємо, що 25 березня 2014 суд тимчасово заборонив поширення на території країни чотирьох російських каналів, як забезпечувальний захід за заявою позивача - Національної ради з питань телебачення і радіомовлення. Санкція торкнулася чотирьох мовників - "Перший канал", НТВ, Росія 24 і РТР.

17 липня стало відомо, що суд тимчасово заборонив поширення в Україні ще одного російського телеканалу - "ТВ Центр - Іnternational" (ТVСІ). У лютому 2015 обидва позови були об'єднані в одну справу.

Нацрада хоче визнати згадані канали не відповідними до законів України та Європейської конвенції.

3 березня суд частково задовольнив клопотання Нацради і призначив експертизу контенту каналів, якій займутся експерти Київського науково-дослідного інституту судових експертиз Міністерства юстиції України.

Їм належить з'ясувати, чи містяться в поданих на експертизу електронних аудіовізуальних носіях фрагменти, що містять заклики до насильницької зміни конституційного ладу України; заклики до розв'язування війни, агресивних дій їх пропаганди; фрагменти, що містять пропаганду винятковості, переваги або неповноцінності осіб за ознаками їх релігійних переконань.

Також, ідеології, належності до тієї чи іншої нації або раси, фізичного або майнового стану, соціального походження; фрагменти, що містять посягання на територіальну цілісність України, заклики до порушення громадського порядку і масових заворушень.

Представники трьох російських каналів виступили проти проведення експертизи, а представник прокуратури підтримав ініціативу Нацради.
