Журналисты программы Наші гроші, партнером которой является НВ, исследовали вызывающую множество вопросов систему государственного отбора книг для печати за бюджетные деньги и наполнения библиотек.

В 2015 году на реализацию скандальной программы Украинская книга государство выделило 50 млн гривен. На эти деньги Госкомтелерадио напечатает книги, отобранные экспертным советом, и направит их в библиотеки и на полки магазинов по более низкой стоимости, чем они обошлись бюджету.

"Те несколько сотен книг, которые отбираются в программу - выбирает комиссия из 17 человек. Выбирает в сжатые сроки из тысяч и тысяч изданий. О качестве отбора лучше всего говорит член комиссии на заседании: "Мы что, должны месяц рецензии читать?". Рецензии, Карл. Они отбирают книги не читая рецензии, предоставленные издательствами. Сами книги, судя по всему, вообще никто в глаза не видит", - комментирует расследование ведущий программы, журналист Денис Бигус.

Как выяснили журналисты, в экспертный совет входят писатели, ученые, издатели и, естественно, чиновники. "Какие-то люди принимают решения, что эта книжка подходит, а эта нет. А которая подходит, той нужно, например, пять тысяч экземпляров, а другой - тысяча экземпляров, а еще другой - 10 тысяч. Почему они решили так или иначе, мы не знаем с вами", - говорит директор издательства Теза Владимир Брыскин.

По словам замдиректора Киевской областной детской библиотеки Людмилы Солянник, библиотекари ежегодно подают в Госкомтелерадио списки «невостребованного спроса», однако там их продолжают игнорировать. Вместо того, чтобы прислушиваться к рекомендациям и потребностям самих библиотек чиновники предпочитают и далее отбирать книги самостоятельно.

В результате, среди напечатанных книг, к примеру, оказывается сборник стихов секретаря экспертного совета, а госзаказ отдают ограниченному кругу издательств - "надежным партнерам".

"После того, как не читающие книги люди отбирают эти книги для госзаказа, их начинает рассматривать тендерный комитет. И заключать договора с издательствами. Без конкурса, по переговорной процедуре. В результате в рознице, на полках магазинов, эти книги на треть дешевле, чем оптом для госпрограммы. На кой черт им тендерный комитет? Пусть покупают в магазине", - убежден Бигус.
