Смена премьера будет означать, что правительственные неудачи ударят по рейтингу президента.

Украинские медиа переполнены слухами о возможных правительственных изменениях. В качестве нового главы правительства все чаще называют действующего спикера Владимира Гройсмана. При этом коалиция Народного фронта и БПП сохранится, к ней может присоединиться одна или два небольшие фракции – и кризис будет преодолен. Но тогда возникает один небольшой вопрос – а зачем он вообще был нужен, этот кризис?

Не нужно объяснять, что развал коалиции случился вовсе не из-за неэффективной работы кабинета. Причина развала коалиции – в стремлении президента и БПП получить полный контроль над правительством и в желании небольших фракций парламента добиться внеочередных парламентских выборов ради усиления собственного влияния. При этом кризис по определению не имеет разрешения.

Президенту не нужны досрочные выборы – но нужно усиление контроля. Небольшим фракциям без выборов не добиться увеличения своего веса в политики – но выборы не могут быть назначены без решения президента, а он не собирается их назначать. Даже коалицию распускать никто не собирается – заметьте! Никаких заявлений о том, что коалиция распущена, до сих пор сделано не было, никакой «обратный отсчет» не запущен – и не будет запущен.

Но тогда возникает следующий вопрос: в чем смысл происходящего для президента? Ради дискредитации премьера и правительства была запущена беспрецедентная пропагандистская кампания, которая в конце концов стала бить своим «антикоррупционным» популистским хвостом не только по Яценюку, но и по ближайшему окружению президента – и даже задевать самого Порошенко.

Ради отставки премьера президент призвал к отставке генерального прокурора – и теперь каждый день промедления с этим решением ставит главу государства в бессмысленное положение. А теперь оказалось, то, что было ясно с самого первого дня – даже в случае отставки Яценюка коалиция без Народного фронта не возможна. А значит, союзникам придется оставлять их министерства – те самые, за контроль над которыми и велась вся эта странная и опасная для будущего страны борьба.

Что получится в случае, если коалиция будет сформирована «под Гройсмана» и с участием Народного фронта (а без него коалиции не будет). А только то, что президент и БПП как не контролировали столь важные для них ведомства, так и не будут контролировать – зато вся ответственность за экономическую ситуацию в стране ляжет лично на главу государства. Потому что общественное мнение будет воспринимать в качестве «настоящего» премьера не Гройсмана, а Порошенко – и знать, что именно представитель БПП руководит правительством. Это означает, что правительственные неудачи будут бить по рейтингу президента и его блока – и это будет единственный для Порошенко результат многомесячной кампании по смене премьера. Причем что самое интересное – все роковые последствия этой кампании можно было просчитать ровно в тот самый день, когда она была развернута. Это даже не высшая математика, это политическая арифметика.
