Решение о местных выборах Киевсовет принимал на основании действовавших норм. Но затем вступил в силу новый закон.

Окружной административный суд Киева своим решением от 27 января приостановил решение ЦИК о начале избирательного процесса по выборам в районные советы Киева.

Согласно тексту постановления суда, которым располагает ZN.UA, выборы в районные советы Киева должна была назначать Центральная избирательная комиссия, а не Киевсовет.

Суд указал, что Киевсовет принял решение о выборах 23 июля 2015 года, назначив их на 27 марта 2016 года. Это решение вступило после публикации в газете "Крещатик", 2015, 09, №123.

Однако 14 июля 2015 года Верховная Рада приняла новый закон "О местных выборах", который вступил в силу 8 августа 2015 года – т.е. раньше вступления в силу решения Киевсовета.

По новому закону, отмечается в решении суда, назначать выборы в местные органы власти должна Центральная избирательная комиссия.
