В иностранной прессе пишут, что вся агрессивная риторика Путина последних дней – это попытка заставить Запад включит рычаги давления на Украину, для принятия особого статуса Донбасса и проведения местных выборов. Причина – для Украины проблема затягивания реализации Минских соглашений не стоит так остро как для Москвы, у которой заканчиваются ресурсы для противостояния с Западом. Также западные журналисты считают, что киевские власти недостаточно прилагают усилий, чтобы обеспечить население зоны АТО информацией, альтернативной российским СМИ.

Большинство склоняются ко мнению, что открытый конфликт с Украиной сейчас не выгоден России, но прогнозы не делают из-за непредсказуемости Путина. На встрече со Штайнмайером, Лавров сказал, что Россия выполнит условия Минских соглашений.
